SENATE CONCURRENT RESOLUTION NO. 14

Requesting the Joint Committee on Government and Finance conduct an
interim study on the feasibility of establishing a special
residential community for senior citizens.

Whereas, Many senior citizens are seeking peace, serenity and
safety in the golden years of their lives; and

Whereas, The peaceful beauty of West Virginia would offer
serenity to senior citizens; and with West Virginia's crime rate
being among the lowest in the nation, senior citizens would feel
safe from harm; and

Whereas, The establishment of a special residential community
in West Virginia would generate national interest among the
nation's senior citizens; and

Whereas, The advertising of such a residential community on a
national scale would enhance West Virginia's opportunity to display
its natural beauty and attract senior citizens to our state; and

Whereas, A residential community of senior citizens could be
placed at a location that would be easily accessible, have
activities designed for senior citizens and have skilled medical
attention readily accessible; and

Whereas, The establishment of such a community in West
Virginia would generate revenue, enhance business and provide jobs;
therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Joint Committee on
Government and Finance conduct a study on the feasibility of
establishing a special residential community for senior citizens in
West Virginia; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from the legislative appropriations to the Joint Committee on
Government and Finance.
